Upgrade ApplicationSet to 0.3.x in GitOps v1.4.0

With the new minor release of OpenShift GitOps, we should update the ApplicationSet to the most recent stable release which is v0.3.0. ApplicationSet version 0.3.0 has been released. We want to ship a downstream build of this with GitOps Operator v1.4.0

Acceptance criteria:

• Update to latest release of ApplicationSet 0.3.0
• Update the manifest arogcdprojio_applicationsets.yaml in argocd operator, gitops operator and cpaas gitops operator bundle
• If needed, update the CSV in argocd operator, gitops operator and cpaas gitops operator bundle
• Update default version of applicationset in argocd operator source (default.go)
• Reconcile any build changes of ApplicationSet in Germit/midstream build
• Create and test iib image
• Update all reference of ApplicationSet version in release notes/confluence
