Setting DISABLE_DEX to true after launch doesn't delete deployment

From my observation, currently user is unable to properly uninstall dex by setting "DISABLE_DEX" env var to true in the operator CSV after the operator is already running. Setting it to true doesn't appear to delete the deployment and dex continues running as normal
