With the new minor release of OpenShift GitOps, we should include the most recent stable upstream Argo CD and that is v2.2.2.

Acceptance Criteria

• Update to latest release (v2.2.2) of Argo CD
• Update the manifest arogcdprojio_.yaml in argocd operator, gitops operator and cpaas gitops operator bundle*
• If needed, update the CSV in argocd operator, gitops operator and cpaas gitops operator bundle
• Reconcile any build changes (Dockerfile and node/javascript dependencies) of argocd to CPaaS build
• Create and test iib image
• Update all reference of argocd version in release notes/confluence
