Description

With the new minor release of OpenShift GitOps, we should include the most recent stable upstream Argo CD and that is v2.2.2.

Acceptance Criteria

Update to latest release (v2.2.2) of Argo CD
Update the manifest arogcdprojio_.yaml in argocd operator, gitops operator and cpaas gitops operator bundle*
If needed, update the CSV in argocd operator, gitops operator and cpaas gitops operator bundle
Reconcile any build changes (Dockerfile and node/javascript dependencies) of argocd to CPaaS build
Create and test iib image
Update all reference of argocd version in release notes/confluence
