Description

Why

Helm has been upgraded to v3.7.1 in Argo CD v2.2 which allows credentials to be passed. Please see https://github.com/argoproj/argo-cd/pull/7249. GitOps v1.4.0 is going to pick up Argo CD v2.2. We should keep our helm version in sync with upstream and also support the credentials passing.

Note: We build Helm v3.6.0 from source in v1.3 because the latest version (> v3.6.0) available at the time does not work in Argo CD.

Acceptance Criteria

Update to the following release of helm
- https://github.com/argoproj/argo-cd/pull/7249
Create and test iib image
Test and verify that Helm version has been updated
Update all reference of helm version in release notes and in Confluence
