Currently, we can attach the "managed-by" label to a namespace and the operator will take care of providing permissions for managing resources in that namespace. This can interfere with the existing permissions that are assigned and may provide privileges for modifying objects that are not intended to be.

Investigate and come up with a proposal for managing the namespaces without interfering with the existing permissions.
