Fix the default resource requests/limits set for ArgoCD workloads

Many users have reported issues with the default resource requests/limits set for the Argo CD workloads(specifically for repo-server and application-controller) on v1.2.

It is apparent from the issues that the default resource requirements(specifically for repo-server and application-controller) is too less. However, we dont have the exact data w.r.t the number of applications these users are managing using the Argo CD instance.

Acceptance Criteria:

• Benchmark/Recommend the resource requirements w.r.t the number of applications.
• Delete the resource quota object on openshift-gitops namespace.
• Verify user can update resource requirements of all the workloads declaratively using the Argo CD CR.
