[Usability] Remove hardcoded openshift-gitops namespace in backend service

The backend service provides content to the front end ODC via restful apis.   The communication channel between the backend and frontend has assumption on the openshift-gitops namespace.   We should remove the hardcode namespace in a backward compatible way.
