Move Fuse IDE target platform dependencies currently in JBTIS back into the fuse TP.

Fuse IDE has Drools component dependencies. Drools changes frequently however it is non-trivial to change the JBTIS TP frequently. Fuse has its own TP addendum - move the Fuse-specific target platform dependencies out of JBTIS-TP and into Fuse IDE TP. Also - update Drools while the hood is open.
