Update templates in Eclipse Fuse Tooling to pick 2.23.x version

currently templates are for 2.21.x version.

• update for the defautl version
• maybe need to update the template sources and provide a specific version for this version

nota: for simplicity, we might pick 2.23 by default starting from Fuse 7.7
