New REST Operation Wizard

Create a "New REST Operation" wizard that can be used to add new REST operations to an existing REST Element.

Question: What properties do we focus the wizard on here vs. all the properties available in the property page?

We will split this into two phases, similar to what we did for FUSETOOLS-3011 and the REST Element wizard.

We will break this into two pieces.

1. Provide a simple wizard that creates a single REST operation with a mandatory ID field, choice of REST verb (get, put, etc), and URI
2. Improve on that simple wizard to enable the user to provide additional properties
