At the end of the installation wizard there is a window for restarting Eclipse.
If you wait for several seconds then another window is displayed, this new window asks for confirming whether to continue with unsigned content. For successful installation you have to confirm this dialog.

But an impatient user may confirm the restarting before seeing the second window. Then, after the restart, the SAP tooling is not installed.
