Download server runtime wizard - premature finishing

If a user selects Download a server runtime, the wizard is appeared (Licence agreement). After selects I accept the terms ..., Next > and Finish buttons are enabled. But only the Next > button should be enabled on this page. I cannot finish the wizard before specifying the target folder.
