Wizard logo is not following Eclipse Guidelines

As for the Eclipse UI Guidelines (http://www.eclipse.org/articles/Article-UI-Guidelines/Contents.html), the Forge logo should follow Guidelines 2.10 and 2.11, that is, have the blue background behind the logo in the bottom right part of the header as well as redimensioned to the correct size.
