Skipping an installed plugin when asking to install a plugin or provide a test for installed plugins

      When you install a plugin there should be a way to tell it to skip the install if the plugin has been installed already, or provide a command to test for the existence of a plugin.

            Since we are using a completely new addon distribution mechanism in Forge 2 that addresses this problem (only snapshot addons are overwritten, other versions are upgraded and can live side-by-side), I don't think we will be fixing this issue in Forge 1.

            Maybe this should also accept version constraints, minimum and maximum version?
