NewProjectPlugin should provide an SPI/Hook for ProjectCreation operations. Maven integration should implement this.

the current situation with the non-extendable new-project plugin is pretty horrid. we need to turn this into an SPI hook and provide real encapsulation of the creation process into a provided class. We are too tied to maven here.
