The active command in the command list is transient/blank.

Reproduce:
I have downloaded eclipse luna (Eclipse IDE for Java Developers) from https://www.eclipse.org/downloads/ and JBoss Tools from here http://tools.jboss.org/downloads/jbosstools/luna/4.2.0.Final.html.

The result is visible in the pictures attached (the mouse pointer that was not caught by screenshot is always rolled over the transient command).
