Provide a plugin for Bean Validation (JSR 303)

The aim of this plugin is to allow the user to setup Bean Validation, add contraints, create new custom constraints... As we discussed with Lincoln this plugin has to be part of the JavaEE builtin plugins (Bean Validation is part of JavaEE 6).
