In an assessment workflow, the pre-check subflow ensure the following: 

• validate whether the workflows in the returned assessment options exist
• if there are non-existed workflows in the options, then remove them from the options and output the remaining valid ones

The potential issue is that the preCheck subflow should added into workflow definition of the assessment which can be easily missed or omitted. The goal is to find a way to abstract the pre-check call from the assessment workflow but implicit call or operate it whenever and assessment is being executed.
