As a user I would like to rerun my MTA assessment and track recommended improvements in Jira

Goals:

modify existing MTA assessment to open Jira issues if the code is not ready (m2k workflow not offered). In MTA 6.2 there is migration waves feature which can be used to create Jira issues.
