Add envoy sidecar to ros-ocp-backend to support Oauth2 token and transform it to the rh-identity format

      • Modify the helm chart for OCP to add the envoy sidecar to the ros-ocp-backend 
      • Configure this sidecar to filter the REST API endpoints used by the UI and validate the token against the cluster's oauth2 endpoint.
      • Configure the sidecar to transform the oauth2 token into the rh-identity format. Copy the values for org_id and account_number from the values defined in the keycloak client for the cost management operator. These values must match in order for the backends to allow the UI to see the data coming from the cost management operator.
