The service will behave in a similar way to the insights-ingress-go service, but instead of pushing the payload to s3 bucket for Koku and send a kafka message to koku service, it will extract the relevant piece from the payload and place it in ros s3 bucket and will send a kafka message to the ros processor service.

The intention is to not require the Koku service for the MVP which brings more complexity than needed and make the data flow more complicated than needed for the MVP.
