Description of the problem:
The dropdown menu for "Complimentary drinks" is empty for the dynamic course select workflow:

This field should have several options.

How reproducible: 100%

Steps to reproduce:

1. Deploy RHDH 1.7 with 1.7 plugins

2. Deploy most recent version of dynamic course select workflow

3. Click on "execute" and then on "complimentary drinks" dropdown.
