Description of the problem:
Workflows deployed in a separate namespace than rhdh-operator are not displaying in the UI.

How reproducible: 100%

Steps to reproduce:

1. Deploy rhdh operator 1.7 with orchestrator

2. Deploy workflows in a separate ns, and configure as per installation docs

3. Navigate to Orchestrator UI.

Actual results: Workflows in separate ns are not displayed

Expected results: Workflows should be displayed
