Description of the problem:

In the Workflows table the Actions table header is displayed as table.header.actions

How reproducible: 100%

Steps to reproduce:

1. Deploy via RHDH Operator or Helm with 1.7 plugins e.g.

      orchestrator_scaffolder_plugin_package: "ghcr.io/redhat-developer/rhdh-plugin-export-overlays/red-hat-developer-hub-backstage-plugin-scaffolder-backend-module-orchestrator:pr_1367__1.0.2"
      

1. Optionally, enable Workflow Entities with appropriate config updates to view the table in the Catalog entry
2. Navigate to Orchestrator -> Workflows (or Catalog -> Red Hat Developer Hub -> Workflows)
