When creating a new workflow with an image that is inaccessible (for example on quay isn't public) the orchestrator backend route workfows/overview fails with a graphql error on the failing workflow. Instead it should display the other workflows and not fail completely.
This causes the whole orchestrator page to show an error without option to proceed.
