At customer site, there is an artifactory service that has a different scope for the plugins than the one used to publish to (@redhat)

We'd like a guideline on how to import the orchestrator plugins into the other scope, that is latter being referred from the .npmrc to pull the images from.

This will be used for 1.5 and 1.6 orchestrator and required for certifying the Orchestrator.
