Description of the problem:
The cluster has resource optimization and the optimization workflow installed, and the resource optimization is tracking multiple clusters. Due to OSL limitations the optimization workflow can only apply resource optimizations to a single cluster. If I attempt to apply optimizations to a cluster that the workflow is not configured to communicate with, the resource optimization will fail, but the workflow will appear to succeed..

Steps to reproduce:
1. Setup cost metrics operator
2. Install resource optimization plugin
3. Install resource optimization workflow
4. Resource optimization plugin should be able to view optimization for more than one cluster
5. Attempt to apply resource optimization via plugin&workflow to a cluster that is not configured for kubeapi communication via workflow configuration (ie patch-k8s-resource-props)

Workflow appears to succeed
