Dissociate project creation to the assessment workflow execution

      As a user I'd like to dissociate project creation to the assessment workflow execution so that I can simply create a project (alone) expecting name and description and even update it in future.
      Once the project created, I should be able to go inside and run any workflow.

      Background note:

      This is backend counterpart for https://issues.redhat.com/browse/FLPATH-222

       

      The Assessment workflow definition should be extended for the new "description" and "name" parameters, which will be then persisted and provided back by the /projects endpoint.
