Description of the problem:

Changing params in the Orchestrator CR day 2 (after already deployed) is not a consistent experience. If the user changes devMode: false to devMode: true nothing will actually change - dev mode remains disabled. But if the user sets RHDH -> installerOperator to false, the operator will be uninstalled.

There should be some sort of method (perhaps a doc) to state which params will change something day 2 , and which will do nothing.
