[m5] Retrigger functionality available in UI when it shouldn't be

      Description of the problem:

      The retrigger functionality was removed from m4, and should be available in m6. However, it appears in m5:

      How reproducible: 100%

      Steps to reproduce:

      1. Deploy orchestrator operator v1.5.0-2025-04-01
      2. Deploy a workflow and cause it to fail with Error

      Actual results: Retrigger functionality appears in UI, see above

      Expected results: Since this feature is due for m6, it should not be in m5
