Happens for both the Guest user and OIDC users 

How reproducible: 100% 

Steps to reproduce:

1. Deploy RO plugin on top of rhdh 1.5.1

2. Go to RHDH and Click the Optimizations tab

3. Observe error in description

Error: unexpected Json input
