Description of the problem:

Ceph tools is deployed when running the node recovery object, then disabled once it has completed successfully. If ceph tools has been enabled outside of the node recovery object, the node recovery object still will disable ceph tools. 

I would expect the node recovery object to leave ceph tools in the pre-existing state.

Steps to reproduce:

1. Enable ceph tools
2. Deploy node recovery object
3. Let node recovery complete
4. Check ceph tools

Actual results:

ceph tools is disabled

Expected results:

it remains in the pre-existing state
