Description of the problem:

If fine grained auth policies/roles are created via policies.csv file (external files), then when a user tries to view/edit them in the backstage ui RBAC -> Edit Role page, the permission policies will be incorrect/confusing - they will not be tied to any plugin and they will only have "read" action option.

I assume this is because the resource types are dynamic so there is no method to properly tie them to the orchestrator plugin in the ui.
