As a Resource Optimization plug-in user, I would like to be able to apply the cost optimizations automatically. Optimizations that are meant to be applied in a production environment clusters must go through an aproval gate. The approval gate could be a 3rd party system.

The workflow's input will be:

1. A Pod's spec resources section with requests and limits.
2. The kube-api URL for the cluster where the containers are running.
3. Authentication method/details for calling the kube-api (TBD).
4. A discriminator flag to indicate whether the workflow should go through an approval gate before it is applied.
