Creating "Basic workflow bootstrap project" template without gitops operators reports success for all steps

1. Deploy orchestrator

2. Deploy workflows

3. Make sure gitops operators aren't deployed on the cluster (argocd and tekton)

3. Update app config with github information

4. restart backstage pod

5. Create Basic workflow bootstrap project

Basic workflow bootstrap project template creation shows success in Janus when the required operators aren't installed

Expected results:

There are a few options here:

1. Fail when operators aren't present
2. At the step in the workflow creation process where the user selects the CI/CD method, only show the argo cd tekton option when the operators are installed
