[1.0.0.rc2] No default software templates

      Description of the problem:

      Deployed orchestrator from stable 1.0.0.rc2 build and there are no default templates. Latest orchestrator chart orchestrator-0.2.25 has default templates.

      This also occurs with the latest orchestrator chart orchestrator-0.2.25

       

      If argocd/tekton + orchestrator are installed via helm using the gitops instructions, the default templates missing. If the orchestrator is installed with argocd/tekton disabled then the default templates are displayed.

      Steps to reproduce:

      1. Deploy orchestrator using 1.0.0.rc2

      2. Browse to backstage ui and click "Create"

      Actual results:

      1.0.0.rc2 has no default templates (also latest does not either)

      Expected results:

      I expect to find default templates like are found in 0.2.25 The default templates show up when tekton/argocd are disabled during orchestrator install
