Description of the problem:
When creating new workflows using the software template, the user needs to enter an GitHub/Gitlab organization. For the ArgoCD pipeline to work, the org needs write permissions for workflows. This can be set in the organization's settings: 
 

This should be clearly stated in the documentation.
