Description of the problem:

Notifications and Orchestrator plugins don't load after deleting backstage pod

How reproducible:

100%, reproduced twice.

Steps to reproduce:

1. Deploy Orchestrator

2. Update app-config-rhdh config map with github auth information

3. restart pod backstage-backstage, twice if needed

These are the general steps I took to cause the plugins to disappear. There was an error in the rhdp-operator pod that let me know that the app-config-rhdh configmap wasn't updated. Restarted the rhdh-operator pod did resolve that error, but the Orcestrator nor the Notifications plugin was present in the UI after these actions. 

Install dynamic plugins container show that the plugins were installed successfully:
