the tab "Docs" of a component created from the basic workflow template

Steps to reproduce:

1. Create a component form the template "Basic workflow bootstrap project"
2. select "None" for "Select CI/CD method"
3. open it and go to "Docs tab"

Actual results:
An error message with a blinking progress bar

Expected results:
Either have some sample docs or the usual backstage data on missing annotations
