if we create an ovn topology with a single logical switch, many logical ports and one virtual port that has logical ports sets as parent_ports. 

none on the parent port will be able to bind this virtual port even after sending multiple garps requests.

How to reproduce:

create an ovn network with a single logical switch and 2/3 logical port that set as a parent-ports of a virtual port and send garps from those ports.
