The ACL sampling flow count could be optimized by using the OvS sample action that supports registers as input for obs_point_id and obs_domain_id. This way we could have generic flow regardless of the number of ACLs configured. The sampling with registers is only supported since openvswitch-4.4 so we need to detect the feature before using it.
