[Fedora] Fix the License in the spec file

      Given the Fedora spec file for OVN uses outdated or incorrect license identifiers that do not conform to the SPDX format required by Fedora, leading to rpmlin and rpminspect failures, 

      When the spec file is updated to use the correct SPDX license identifiers as per Fedora's guidelines, 

      Then, the spec file should include the below license string:

      Apache-2.0 AND LGPL-2.1-only AND SISSL

      Fedora is pushing for SPDX licensing at least in the spec file. We are currently failing rpmlin because of that (https://artifacts.dev.testing-farm.io/f2013fbf-08ff-46e5-a8a5-0146a0124d90/, https://bodhi.fedoraproject.org/updates/FEDORA-2024-d61183f77f). We should set the proper SPDX identifier for license in the spec file
