Currently there are 2 QoS pipeline for ingress (ls_in_qos_mark, ls_in_qos_meter) and egress (ls_out_qos_mark, ls_out_qos_meter). This is not necessary as we don't require any of the action result to be present in the next pipeline. It can be merged into single (ls_in_qos/ls_out_qos) pipeline with 1-3 actions depending on the configuration.
