MAC bindings do not reflect port tunnel key change

      If we change tunnel key of router port e.g.

      ovn-nbctl --wait=hv set logical_router_port gw-public options:requested-tnl-key=1000

      it won't be reflected on the already existing and installed MAC bindings.
