      What's the feature?

      Add a multinode test with SVD (Single VXLAN Device) and FRR EVPN.  This should simulate the way ovn-kubernetes plans to integrate with FRR EVPN.

      Why is it needed?

      To ensure OVN's implementation is compatible with ovn-kubernetes needs.

      Who will benefit? 

      OVN CI (indirectly ovn-kubernetes).
