Publish ovn-sync cron jobs in source control

      The ovn-sync and ovn-maintenance gitlab repositories currently host the programs used to perform regular maintenance of OVN. However, what actually triggers those to run when they do is hosted on Mark Michelson's laptop as a series of small shell scripts.

      These should be cleaned up and placed in the ovn-maintenance repository. This way, other team members can collaborate on maintenance if necessary.

      By "cleaned up", it means that the scripts should:

      • Not contain any secure information, such as passwords.
      • Perform work in temporary directories, rather than assumed locations on the file system.
      • Accept options in place of hard-coded assumptions.
      • Not look like they were written by a four-year-old.
