With the new release of OVS 3.7 we will need a new stream in CI

We have various scripts to create all the necessary bits to allow the CI to automatically build it which I plan to use to create the new stream.

• We will need the CI jobs, gitlab branches, initial commits in gitlab, dist-git branches, brew white-listing

We might need to create a future jira ticket for errata process, at this point it is unknown if it is necessary
