Investigate DPDK 24.11.4 mlx mac address issue

      reports an issue for MLX5 mac addresses in DPDK 22.11.

      It was suggested that this issue is also present in 24.11.4 as they asked for the offending commits to be reverted from 24.11 branch as well.

      As 24.11.4 has been released if this issue is present, we would probably need to do a re-release.

      This task is to investigate the issue and determine if we need to re-release 24.11.4.
