      Given an OVN-IC deployment with multiple Availability Zones,

      When a Transit Router Port is created without specifying a chassis,

      Then the TRP is replicated to every AZ's Northbound database as a "local" port.

      ( ) The epics work is available in a downstream build (nightly/async or other)

      ( ) Test coverage is available in downstream CI if applicable

      ( ) All cards under the epic have been moved to Done

      ( ) Failed Test Plans have bugs added as children to the epic/feature.

      This epic tracks all the effort needed to deliver the solution related to the feature request described below.
      Currently ovn-ic supports addition of TRP, but those ports always need a defined chassis which makes them local in given AZ and remote elsewhere. We should allow addition of TRPs that are just "local" in every single AZ. In other words cloned to every NB database. This is useful for creating TRPs that are connecting TS and TR.
