This issue was reported by a customer originally against RHOSP 16.2 - https://bugzilla.redhat.com/show_bug.cgi?id=2248909

The problem occurs when there is a port that uses VLAN tagging on a VIF. The parent trunk port and the subport must have the same MAC address. I attached a minimal reproducer script.
