OVS floods logs when using local vlan tagging

      This issue was reported by a customer originally against RHOSP 16.2 - https://bugzilla.redhat.com/show_bug.cgi?id=2248909

      The problem occurs when there is a port that uses VLAN tagging on a VIF. The parent trunk port and the subport must have the same MAC address. I attached a minimal reproducer script. After executing the script the ovs-vswitchd log starts logging messages for broadcast packets, e.g. 2023-12-04T19:12:28.557Z|00007|ofproto_dpif_xlate(handler134)|WARN|dropping VLAN 10 tagged packet received on port tpi configured as VLAN 1 access port on bridge test-int while processing icmp6,in_port=2,dl_vlan=10,dl_vlan_pcp=0,vlan_tci1=0x0000,dl_src=ce:6d:87:19:ec:8e,dl_dst=33:33:00:00:00:02,ipv6_src=fe80::cc6d:87ff:fe19:ec8e,ipv6_dst=ff02::2,ipv6_label=0x00000,nw_tos=0,nw_ecn=0,nw_ttl=255,nw_frag=no,icmp_type=133,icmp_code=0
